2-Move Ballot Restrictive Openings

Statistical speaking the 2-Move Ballot Restrictive Checker Openings yield a number of permutations of n distinct objects is "n factorial" 7x7=49 random openings; however, three openings 9-14 21-17, 10-14 21-17, & 12-16 23-19 are loses and therefore excluded from the deck.  The 2-Move Ballot preceded the 3-Move Ballot some 40 years, back in the American Checker Association era. The 1934 - 8th ACA 3-Move in Jamestown, NY was the 1st National Ty where 3-Move Restriction was used. The Red opponent may funnel all 2-Move Openings into a 3-Move opening on his third move.  The flexibility of choosing one of possibly several 3-Move Openings could be considered an advantage over just playing the 3-Move 156 deck because Red may choose to play a tuff Red advantage opening like 9-14 23-18 14-23 G on M “The Double Cross” aka “Dreaded Double Cross” aka “Boojum” or 11-16 23-19 16-23 L on D “The Black Widow” which is a forced red advantage opening and dodge strong White advantage games.
